Consultant – Home Visiting Programme & Portage Training for Disabled Children

About the role

UNICEF Oman is seeking a consultant to design and implement a Portage‑based home‑visiting programme that supports families of children with disabilities. The role combines technical assistance, programme design, and capacity‑building activities to embed the approach within the national social service system.

Key responsibilities

• Provide technical assistance to adapt the internationally recognised Portage Home Visiting Programme for the Omani context.
• Develop programme materials, individualized developmental plans and monitoring tools.
• Conduct Training of Trainers (ToT) sessions for Ministry of Social Development staff and other service providers.
• Collaborate closely with the Ministry of Social Development and UNICEF Oman supervisors to ensure alignment with national policies.
• Support the institutionalisation of the programme within the national social service system, including guidance on implementation and evaluation.

Required profile

• Master’s degree in Disability Inclusion, Child Development, Early Intervention, Special Education, Social Work, Case Management, Programme Design or Capacity Development.
• Proven experience in designing and delivering home‑visiting or early‑intervention programmes for children with developmental delays.
• Experience working with government agencies or international organisations on disability‑inclusive initiatives.
