Environment, Health & Safety (HSE) Manager – Utility‑Scale Solar

About the role

We are looking for an experienced Environment, Health and Safety (HSE) Manager to support a utility‑scale solar Independent Power Producer (IPP) project. The role will oversee HSE performance throughout design, construction and commissioning, ensuring compliance with Omani legislation, client requirements and international standards.

Key responsibilities

• Implement and monitor the project’s HSE requirements across all phases.
• Monitor contractor and subcontractor HSE performance and enforce approved HSE plans.
• Conduct regular site inspections, HSE audits, toolbox talks and safety meetings.
• Identify hazards, assess risks and review risk assessments, method statements and emergency response plans.
• Supervise high‑risk activities such as work at height, lifting, electrical work, excavation and hot works.
• Investigate incidents, near‑misses and unsafe conditions and recommend corrective actions.
• Maintain HSE records, statistics, inspection reports and performance indicators.
• Support emergency preparedness, drills and response activities.
• Promote a strong HSE culture among project personnel, contractors and subcontractors.
• Monitor environmental aspects of construction and coordinate with environmental specialists.

Required profile

• Bachelor’s degree or diploma in Occupational Health & Safety, Environmental Health & Safety, Engineering or related field.
• Minimum 10 years of HSE experience on major construction, power or renewable‑energy projects, preferably utility‑scale solar.
• Strong knowledge of ISO 45001 and HSE management systems; familiarity with ISO 14001 is an advantage.
• Experience with Oman (or GCC) HSE legislation and regulatory requirements.
• Proven ability to manage contractor HSE performance, conduct audits and investigations.
• Excellent communication, reporting and leadership skills in a multicultural environment.
