Purchasing Manager – Strategic Sourcing & Supplier Management

About the role

We are seeking a Purchasing Manager to lead strategic sourcing and supplier management across Oman, the GCC, and China. The role will drive procurement strategies, ensure cost efficiency, and support cross‑functional teams in a multicultural environment.

Key responsibilities

• Develop and implement procurement strategies aligned with operational and financial goals.
• Identify, evaluate, and manage suppliers in Oman, GCC, and China, ensuring quality, cost efficiency, and timely delivery.
• Conduct market analysis, price benchmarking, and risk assessments.
• Lead end‑to‑end procurement processes including RFQs/RFPs, tendering, bid evaluation, negotiation, and contract award.
• Ensure compliance with company policies, contractual requirements, and local regulations.
• Maintain transparent documentation and audit‑ready procurement records.
• Collaborate with engineering, production, finance, and operations teams to align procurement with business needs.
• Coordinate with China headquarters and suppliers using fluent Mandarin.
• Monitor supplier performance and implement improvement plans.
• Drive cost‑reduction initiatives through strategic sourcing and commercial analysis.
• Identify supplier risks and develop mitigation plans.
• Ensure subcontractors and suppliers meet safety and compliance standards.

Required profile

• Bachelor’s degree in Engineering, Supply Chain, Business or a related field.
• 7–10 years of procurement or supply chain experience, preferably in manufacturing, energy or industrial sectors.
• Experience in GCC procurement environments is strongly preferred.
• Fluent Mandarin and strong English communication skills.
• Knowledge of procurement processes, tendering, contract management and supplier evaluation.
• Familiarity with mechanical equipment, components or industrial materials is a plus.
• Strong negotiation, analytical and problem‑solving abilities.
• Ability to work in multicultural, cross‑border environments.
