Consultant – Child Wellbeing Indicators Framework (Remote, Oman)

About the role

UNICEF seeks an experienced consultant to lead the development of a comprehensive child well‑being indicators framework for the Sultanate of Oman and to create digital tools for data integration, analysis and reporting.

Key responsibilities

• Design and validate a holistic child‑wellbeing indicator framework aligned with Oman Vision 2040, national development plans, CRC, CRPD and the SDGs.
• Develop a Power BI‑based digital tool and related visualisation products to enable data integration, analysis and dissemination for policy and programme development.
• Produce an operational manual, thematic analytical products and training materials, and deliver capacity‑building workshops for national stakeholders.

Required profile

• Master’s degree in Statistics, Economics, Information Systems, M&E or a related field.
• Minimum 10 years of progressive experience in developing monitoring and evaluation frameworks, indicator systems or data‑visualisation platforms.
• Proven experience working with government agencies, national statistical offices and multi‑sectoral stakeholders.
• Fluent in English and Arabic, both written and spoken.

• Indicator development and statistical methodology expertise.
• Data governance, integration and metadata documentation.
• Dashboard design and data visualisation using Power BI.
• Strong analytical, facilitation and report‑writing abilities.
