General Manager – Projects (Civil Engineering)

About the role

The General Manager – Projects will lead the operational performance of a leading civil engineering organization in Oman. Reporting to the Managing Director, this senior leader will define annual operational plans, monitor execution across all departments, and ensure delivery of projects on time, on budget, and to the highest quality standards.

Key responsibilities

• Develop a structured annual operations plan with priorities, milestones and resource requirements for each department.
• Monitor monthly execution against the approved plan, identify gaps and direct Heads of Departments (HODs) to corrective actions.
• Conduct formal monthly HOD performance reviews against departmental KPIs and recommend disciplinary or performance‑management actions as needed.
• Ensure compliance with the Corporate Governance Manual, Delegation of Authority and Authority Matrix.
• Oversee performance across budget, program, quality, EHS, commercial and client‑satisfaction dimensions for all active projects.
• Identify at‑risk projects and hold Project Managers accountable for on‑time, on‑budget delivery.
• Review and approve project mobilisation plans, resource deployment strategies and program baselines.
• Supervise pre‑contracts estimation quality, BOQ accuracy and risk assessment for tenders.
• Monitor post‑contracts variation registers, IPA submissions and EOT claim preparation.
• Govern procurement processes, approved vendor list maintenance and compliance with authority thresholds.
• Track group‑wide financial performance against the annual budget in coordination with Finance.
• Maintain the operational risk register and ensure mitigation of significant risks.
• Ensure EHS compliance with ISO 45001:2018, ISO 14001:2015 and Omani legislation.
• Approve manpower requisitions, monitor Omanisation ratios and uphold regulatory standing.
• Oversee IT management of the Build Superfast ERP system, cybersecurity framework and digital transformation initiatives.

Required profile

• Extensive senior‑management experience in civil engineering or large‑scale construction projects.
• Proven ability to lead multiple functional departments and drive operational excellence.
• Strong knowledge of corporate governance, risk management and compliance standards.
• Demonstrated track record of delivering projects within budget, schedule and quality targets.
