Regulatory and Risk Lead

About the role

The venture is establishing a greenfield central securities depository in Oman and needs a senior professional to lead the second line of defence. The Regulatory and Risk Lead will design the enterprise risk framework, manage regulator relationships, and oversee compliance, financial crime prevention, and information security.

Key responsibilities

• Design and implement the enterprise risk framework, including taxonomy, appetite, tolerances, KRIs, governance and reporting.
• Own day‑to‑day regulator engagement, lead responses to inspections and supervisory enquiries.
• Provide second‑line oversight of CPMI‑IOSCO Principles compliance and coordinate with PFMI assessors.
• Develop and own the financial crime framework (AML, CTF, sanctions, anti‑bribery) and designate MLRO accountability.
• Set information security policy, oversee first‑line security controls and regulator‑facing cyber reporting.
• Maintain policy hierarchy, review cycles and attestation processes.
• Report independently to the Board Risk Committee on risk, compliance, financial crime and cyber matters.
• Line‑manage the Cybersecurity and Information Security Manager, KYC/Compliance Expert and the growing Risk and Compliance team.

Required profile

• Minimum 12 years of experience in risk, compliance or regulatory roles within financial services.
• Significant second‑line experience at a regulated firm such as a financial market infrastructure, custody bank, exchange, payment system or major financial institution.
• Proven ability to challenge senior stakeholders, escalate issues to the board and drive robust risk culture.
