FinTech Subject Matter Expert

About the role

The Central Bank of Oman seeks a senior FinTech Subject Matter Expert to guide the design, revision and implementation of the National FinTech Strategy. The SME will act as a trusted technical advisor to the Strategy Taskforce and senior decision‑makers, ensuring that policy, regulatory and market initiatives are evidence‑based and aligned with global best practices.

Key responsibilities

• Provide strategic advisory and decision support by synthesising complex regulatory, technical and market information into actionable recommendations for the Taskforce and national leadership.
• Lead continuous review and stewardship of the strategy’s tactical plan, incorporating market intelligence, lessons learned and stakeholder feedback.
• Offer policy and regulatory input, identifying considerations that facilitate or constrain implementation of fintech initiatives.
• Deliver specialist expertise across digital payments, open banking, tokenisation, AI, cloud computing, blockchain, RegTech, SupTech, digital identity, cybersecurity and data governance.
• Support design and execution of high‑priority deliverables such as regulatory sandboxes, digital asset frameworks and open‑finance infrastructure.
• Transfer knowledge and build capability within the Taskforce and government agencies through structured briefings, mentorship and documentation.

Required profile

• Bachelor’s degree in Finance, Economics, Computer Science, Law or related field; a Master’s degree is highly desirable.
• 8‑10+ years of progressive experience in fintech, digital banking, payments, capital markets or financial regulation, including exposure to national or regional strategy development.

Required skills

• Deep knowledge of digital payments systems and open‑banking APIs.
• Expertise in blockchain, distributed ledger technologies and tokenisation of real‑world assets.
• Proficiency with AI/advanced analytics and cloud computing platforms.
• Understanding of RegTech, SupTech, cybersecurity and data‑governance frameworks.
