About the role

The Deputy General Manager – Administration & Industrial Relations will provide strategic and operational leadership for all administration, industrial relations, workforce management, government liaison, facilities and welfare functions at a large modular fabrication facility in Sohar, Oman. The role ensures statutory compliance, harmonious labour relations, high workforce productivity and superior welfare standards while supporting projects, clients and the Project Management Team.

Key responsibilities

  • Lead the Industrial Relations function, manage labour disputes, disciplinary actions and terminations in strict accordance with Oman Labour Law.
  • Own end‑to‑end Omanisation processes – recruitment, onboarding, performance management, career progression and liaison with the Ministry of Labour.
  • Plan, mobilise, allocate and optimise the workforce, ensuring compliance with contractual manpower commitments to Oil & Gas clients.
  • Direct site administration covering offices, logistics, assets and services; develop SOPs aligned with GCC EPC best practices and control administrative budgets.
  • Manage labour camps and staff accommodation, ensuring compliance with Ministry of Labour, health and municipal regulations, and maintaining hygiene, safety and welfare standards.
  • Oversee the on‑site Medical Centre and occupational health functions, guaranteeing statutory medical coverage, emergency readiness and fitness‑to‑work compliance.
  • Plan and supervise infrastructure development and facility expansions, coordinating with engineering and project teams.

Required profile

  • Extensive experience in administration, industrial relations and workforce management within EPC or Oil & Gas environments.
  • In‑depth knowledge of Oman labour legislation and Omanisation policies.
  • Proven ability to lead large, diverse teams and manage stakeholder relationships with government authorities, clients and internal departments.
  • Strong track record in budgeting, cost control and implementation of operational SOPs.
