General Manager – Projects (Civil Engineering)

About the role

We are seeking a General Manager – Projects to lead the operational and strategic execution of all projects for a leading civil engineering firm in Muscat, Oman. The role oversees multiple departments, ensures compliance with corporate governance, and drives performance across budget, schedule, quality, safety and client satisfaction.

Key responsibilities

• Develop an annual operations plan defining priorities, milestones and resource needs for each department.
• Monitor monthly execution against the plan, identify gaps and direct heads of departments (HODs) to corrective actions.
• Conduct formal monthly HOD performance reviews against departmental KPIs.
• Recommend disciplinary or performance‑management actions for HODs in line with Group HR policy.
• Ensure compliance with the Corporate Governance Manual, Delegation of Authority and Authority Matrix.
• Track performance across budget, program, quality, EHS, commercial and client satisfaction for every active project.
• Identify at‑risk projects and hold Project Managers accountable for on‑time, on‑budget delivery.
• Review and approve project mobilisation plans, resource deployment strategies and program baselines.
• Oversee pre‑contracts estimation quality, BOQ accuracy and risk assessment for all tenders.
• Monitor post‑contracts variation registers, IPA submissions and EOT claim preparation.
• Supervise procurement governance, approved vendor list and competitive tendering compliance.
• Maintain the Group’s operational risk register and ensure EHS compliance with ISO 45001, ISO 14001 and Omani legislation.
• Approve manpower requisitions, monitor Omanisation ratios and ensure regulatory standing.
• Oversee IT management of the Build Superfast ERP system, cybersecurity framework and digital transformation initiatives.

Required profile

• Extensive experience leading multi‑disciplinary departments in construction or civil engineering.
• Strong knowledge of corporate governance, delegation of authority and compliance frameworks.
• Proven track record in managing budgets, program delivery, quality, EHS and client satisfaction.
• Ability to identify operational risks and implement mitigation measures.
• Experience with Omanisation policies and workforce planning.
