General Manager – Projects

About the role

We are recruiting a General Manager – Projects for a leading civil engineering organization in Muscat, Oman. The role oversees all project-related functions, ensuring delivery on time, within budget, and to the highest quality and safety standards.

Key responsibilities

• Develop a structured annual operations plan defining priorities, milestones, and resource needs for each department.
• Monitor monthly execution against the approved plan and identify performance gaps.
• Conduct formal monthly Head‑of‑Department performance reviews against KPIs.
• Recommend disciplinary actions, reassignments, or performance‑management proceedings for HODs as required.
• Ensure compliance with Corporate Governance Manual, Delegation of Authority, and Authority Matrix.
• Monitor project performance across budget, program, quality, EHS, commercial, and client satisfaction dimensions.
• Identify at‑risk projects and hold Project Managers accountable for on‑time, on‑budget, and on‑quality delivery.
• Review and approve project mobilization plans, resource deployment strategies, and program baselines.
• Oversee pre‑contracts estimation quality, BOQ accuracy, and risk assessment for active tenders.
• Monitor post‑contracts IPA submissions, variation registers, and EOT claim preparation.
• Supervise procurement governance, approved vendor list, and competitive tendering compliance.
• Coordinate monthly financial performance monitoring with Finance & Accounts.
• Maintain and update the Group’s operational risk register.
• Ensure EHS compliance with ISO 45001:2018, ISO 14001:2015, and Omani legislation.
• Approve departmental manpower requisitions and monitor Omanisation ratios.
• Oversee IT management of the Build Superfast ERP system, cybersecurity, and digital transformation initiatives.
