HR Operations Officer

About the role

We are establishing the HR function for a new financial‑markets infrastructure venture in Oman. The HR Operations Officer will own the day‑to‑day execution of HR processes across the full employee lifecycle, building the framework from the ground up.

Key responsibilities

• Prepare employment contracts and offer letters; manage new‑joiner onboarding, documentation, induction logistics and system access.
• Coordinate visa and labour clearance with the Public Relations Officer for new hires.
• Administer monthly payroll in partnership with an outsourced provider and maintain accurate compensation records.
• Manage medical, life and other employee benefits.
• Maintain complete personnel files in compliance with Omani Labour Law and data‑protection requirements.
• Serve as first point of contact for staff queries on HR policy, leave, benefits and payroll.
• Support the Head of Corporate Services on disciplinary, grievance and performance matters.
• Monitor and report on Omanisation status.
• Administer recruitment activities including job posting, candidate logistics, interview scheduling, reference checks and offer issuance.

Required profile

• Minimum five years of experience in HR operations or administration, with at least two years in Oman or the GCC.
• Working knowledge of Omani Labour Law and Omanisation requirements.
• Demonstrated experience in payroll, benefits administration and employee records management.
• Fluent in Arabic and English, both written and spoken.
• CIPD qualification or equivalent is an advantage, as is experience in a regulated financial services entity or start‑up environment.
