Human Resources Manager

About the role

The Human Resources Manager will lead HR compliance, employee relations and talent initiatives for Muriya Tourism Development, a leading integrated tourism developer in Oman.

Key responsibilities

• Ensure full compliance with Omani labour law, ministerial decisions and HR regulations, updating policies as legislation evolves.
• Oversee visa, work permit and labour clearance processes for expatriate staff, coordinating with the PRO for timely mobilisation.
• Manage renewal and compliance of employment contracts, residence cards and other legal employee documentation.
• Represent the organisation in internal governance forums and maintain proactive relations with the Ministry of Labour and other authorities on Omanisation, classification certificates and regulatory matters.
• Support complex employee‑relations cases, disciplinary actions, grievances and conflict‑resolution processes in line with company policy and Omani law.
• Conduct workplace investigations impartially, confidentially and in accordance with due‑process requirements.
• Implement HR governance frameworks, ensuring policies, delegations of authority and decision‑making processes are documented and effective.
• Identify capability gaps, support training programmes and drive employee development to enhance performance.
• Assist recruitment activities, employer branding, employee engagement, retention initiatives and off‑boarding processes.

Required profile

• Bachelor’s degree in Human Resources, Business Administration or a related field (required).
• CIPD qualification is an advantage.
• 6–8 years of progressive HR experience, including HR management or senior HR generalist roles.
• Hands‑on experience managing visa and work‑permit processes for expatriate staff.
• Proven experience across recruitment, employee relations, performance management, compensation & benefits and training.
