Manager Quantity Surveyor – Real Estate Development

About the role

The Manager Quantity Surveyor will act as the commercial guardian for large‑scale real‑estate development projects, ensuring that every phase from master planning to handover stays within approved budgets while applying best‑practice cost planning, procurement and contract administration.

Key responsibilities

• Prepare, update and monitor detailed cost plans for master‑plans, infrastructure and vertical developments.
• Lead cost benchmarking, feasibility studies and align budgets with business cases.
• Develop procurement strategies, oversee pre‑qualification, tendering, evaluation and award processes.
• Draft, review and negotiate contracts (FIDIC, design‑and‑build, lump‑sum, Omani standard forms).
• Manage post‑contract activities: progress valuations, variations, claims and final accounts.
• Maintain real‑time records of commitments, forecast cash‑flows and produce commercial reports for steering committees and the board.
• Establish QS templates, reporting dashboards and support implementation of a centralized cost‑management system.

Required profile

• Bachelor’s degree in Quantity Surveying, Construction Economics or related field; MSc or MRICS preferred.
• 12‑15 years of cost and commercial management experience, with at least 7 years in a managerial role within a developer, PMC or large mixed‑use project.
• Strong knowledge of FIDIC and Omani standard contract forms.
• Proven experience across infrastructure, buildings and master‑planned developments.

Required skills

• Familiarity with FIDIC contract clauses and Omani standard contracts.
• Proficiency in cost‑management software.
• Advanced MS Excel skills.
• Exposure to BIM‑integrated cost‑control tools.
