Senior HSE Specialist

About the role

Worley is seeking a Senior HSE Specialist to lead health, safety, security and environment (HSSE) implementation on the Bisat B Expansion Project. The role involves enforcing the HSE Management System, supporting contractors, and driving continuous improvement across the project lifecycle.

Key responsibilities

• Enforce and monitor the HSE Management System across the project, ensuring compliance with OQEP policies and standards.
• Evaluate and monitor contractors' HSSE performance, conduct audits, and develop corrective and preventive actions.
• Support risk management, hazard identification, incident investigations, and emergency response planning.
• Develop and deliver HSSE training, awareness campaigns, and competency‑building programs for employees and contractors.
• Prepare monthly HSSE reports, KPI dashboards and trend analyses to inform management decisions.

Required profile

• Bachelor’s degree in Occupational Health and Safety, Engineering, Environmental Science or a related discipline.
• Professional certifications: NEBOSH International General Certificate, NEBOSH Oil & Gas Safety Certificate (Food Safety Level 3 preferred).
• Minimum 8 years of HSSE experience in oil & gas, preferably on construction, brownfield, greenfield or major capital projects.

Required skills

• Knowledge of ISO 45001 Occupational Health & Safety and ISO 14001 Environmental Management Systems.
• Experience with HAZID, HAZOP, Hazard Identification & Risk Assessment (HIRA) and Root Cause Analysis (RCA).
• Proficiency in Behaviour‑Based Safety (BBS), Permit‑to‑Work (PTW) systems and Confined Space Entry procedures.
• Competence in Machine & Equipment Safety, Personal Protective Equipment (PPE) management, Emergency Response and Crisis Management.
