Senior Project Manager

About the role

RQMNA is looking for a Senior Project Manager to lead the end‑to‑end delivery of complex sovereign platforms that serve millions of users. Based in Muscat, you will coordinate scope, schedule, budget and a demanding set of government stakeholders to ensure successful launch.

Key responsibilities

• Own end‑to‑end delivery of complex software and platform projects, ensuring they stay on scope, schedule, and budget.
• Build and maintain realistic plans, milestones, and critical paths, tracking progress honestly.
• Manage risks, issues, dependencies, and changes, escalating early when delivery is threatened.
• Run delivery using agile or hybrid models, keeping engineering, design, and product teams aligned.
• Communicate regularly with government entities and vendors, ensuring all stakeholders move toward the same goal.
• Lead project governance, reporting, and steering committees with trustworthy status updates.
• Control budgets, resources, and vendor deliverables against the plan.
• Oversee go‑live readiness, handover to operations, and capture lessons learned.

Required profile

• Proven experience delivering complex software or platform projects end‑to‑end, on time and on budget.
• Rigorous planning and honest tracking, surfacing issues early.
• Fluency in both agile and traditional delivery methods, selecting the right approach per project.
• Strong stakeholder and vendor management skills.
• Ability to identify risks and dependencies early and act proactively.
• Bachelor’s degree or higher in a relevant field; PMP, PRINCE2, or agile certifications are a plus.
• Clear communication skills, from brief status updates to full steering decks.
• Experience in government, regulated, or large‑scale platform delivery is a bonus.
• Fluent English required; Arabic is an advantage.
