Tendering Specialist

About the role

The Tendering Specialist will be based in Muscat and will manage the end‑to‑end tendering process for real‑estate investment and development projects. Working on‑site, you will ensure that all proposals are compliant, technically sound and financially competitive, directly supporting the fund’s growth objectives.

Key responsibilities

• Identify and monitor relevant tender opportunities on Omani procurement platforms.
• Review tender documents, extract technical, commercial and administrative requirements and build a compliance matrix.
• Coordinate with engineers, quantity surveyors, finance and legal teams to gather technical and financial inputs.
• Prepare complete technical proposals, including methodology, project experience, staff CVs, organization charts, work plans and compliance statements.
• Develop financial proposals – pricing schedules, BOQs, cost breakdowns and consultancy fee structures – and review commercial terms.
• Maintain tender documentation, track submission deadlines and support post‑tender negotiations and evaluations.

Required profile

• Minimum 3 years of experience in tendering, bidding, procurement or business development within engineering consultancy or construction sectors in Oman.
• Proven track record of preparing technical and financial submissions for RFQs, RFPs and consultancy contracts.
• Strong knowledge of Omani government tendering platforms (PTLCA, eTendering) and private‑sector procurement processes.
• Ability to work collaboratively with internal and external stakeholders and meet strict deadlines.
