Proposal & Bid Manager – Aviation Consultancy

About the role

The Proposal & Bid Manager will lead the end‑to‑end development and coordination of consultancy proposals and PPP/O&M tender submissions for Oman Aviation Investment. Working closely with cross‑functional teams, you will ensure each submission is strategic, compliant and aligned with client objectives while supporting business growth.

Key responsibilities

• Lead the creation of high‑quality, client‑centric proposals for airport consultancy projects, translating requirements into tailored operational and advisory solutions.
• Analyse RFPs, RFQs and tender documents for PPP, concession and O&M opportunities, develop bid strategies, compliance matrices and submission plans.
• Coordinate technical, financial and commercial inputs, ensuring alignment between proposals and financial models, risks and contractual obligations.
• Lead and manage interdisciplinary bid teams, defining roles, timelines and deliverables, and facilitating workshops and review sessions.
• Conduct airport due‑diligence activities, integrate findings into bid strategies and provide advisory input on performance improvement and revenue optimisation.
• Implement quality‑assurance and governance processes to guarantee that all submissions meet internal standards and external compliance requirements.

Required profile

• Proven experience in developing and managing proposals or bids for airport consultancy, PPP or O&M contracts.
• Strong ability to coordinate cross‑functional teams and drive projects to tight deadlines.
• Experience conducting airport due‑diligence and providing advisory recommendations.
• Excellent written communication skills to craft compelling technical and commercial narratives.
