HSE & Competent Permit Holder – Substation (Muscat)

About the role

The HSE & Competent Permit Holder will be based on‑site in Muscat, overseeing health, safety and environmental compliance for substation construction and real‑estate development projects. This full‑time position ensures that all activities meet regulatory requirements and internal standards while fostering a strong safety culture.

Key responsibilities

• Develop, coordinate and implement HSE policies, procedures and permit‑to‑work systems.
• Conduct regular site inspections, risk assessments and safety performance monitoring.
• Ensure contractors and staff adhere to safety protocols and maintain accurate documentation.
• Manage incident reporting, investigation and emergency preparedness/response.
• Deliver HSE inductions, toolbox talks and competency‑building training.
• Collaborate with project managers and consultants to integrate HSE considerations into planning and execution.

Required profile

• 10+ years experience as an HSE & Competent Permit Holder on substation projects.
• Strong knowledge of EHS regulations, standards and best practices in construction.
• Environmental awareness, occupational health expertise and ability to support employee well‑being on‑site.
• Relevant certifications (e.g., NEBOSH, IOSH) and a diploma or degree in Occupational Health, Safety, Environmental Science or Engineering.
• Excellent communication, reporting and stakeholder coordination skills.
• Proven ability to work on‑site, manage multiple projects and respond effectively to incidents.
