GovTech Strategy Lead – National Digital Program (Muscat, Oman)

About the role

We are seeking a GovTech Strategy Lead to design and activate a national digital program for a major client in Muscat, Oman. The role will drive the formulation and implementation of digital strategies across government departments, ensuring alignment with the client’s target operating model.

Key responsibilities

• Lead the design and activation of the national digital program, translating strategic objectives into actionable plans.
• Develop and implement target operating models for large organisations and government sector departments.
• Manage complex stakeholder relationships, facilitating consensus and presenting progress to senior leadership.
• Oversee IT strategic planning, project and program management, and change management initiatives.
• Ensure alignment with GovTech stack standards and best practices.

Required profile

• 8‑10+ years of experience in digital or IT strategy, preferably within the GovTech domain.
• Proven track record in IT strategic planning, project/program management and change management.
• Experience delivering large‑scale digital transformation programmes for government entities.
• Native Arabic speaking ability.
• Relevant certifications and background in management consulting are highly preferred.
