Public Debt Expert

About the role

The Public Debt Expert will support the Debt Management Office in shaping and executing the country's borrowing strategy. Reporting to the Director General, the role combines market analysis, issuance management, and stakeholder coordination to ensure efficient financing.

Key responsibilities

• Develop and implement the annual borrowing plan aligned with the medium‑term debt strategy.
• Monitor market developments and advise on optimal timing for financing.
• Manage issuance of Treasury bills, bonds and contribute to the local currency bond market.
• Determine pricing and maturity structures of domestic securities based on yield curves and risk factors.
• Provide regular updates on market performance and secondary market activity.
• Maintain relationships with lenders and investors in close coordination with the Investor Relations team.
• Recommend improvements to borrowing policies and operational processes.
• Negotiate loan terms to secure financing at the lowest possible cost.
• Analyze financing proposals and present recommendations to senior management.
• Execute public loans (domestic and foreign) and oversee the debt portfolio until full repayment.
• Perform any other duties of a similar nature as assigned.

Required profile

• Bachelor’s degree in Finance, Accounting or a related field.
• Professional qualifications such as ACCA, CFA, CMA, CPA, FMVA or FRM are preferred.
• 14–16 years of relevant experience in public debt, treasury or financial markets.
• Fluency in Arabic and English.
• Proficiency in MS Office; experience with business‑related software is desirable.
