Costing & Regulatory Accounts Specialist (Proficient)

About the role

This position supports Omantel’s regulatory compliance by acquiring, analysing and maintaining the financial and operational data used in telecom regulatory cost models. The role ensures accurate costing for fixed and mobile services using HCA, CCA and LRIC methodologies and provides strategic financial insights for management decision‑making.

Key responsibilities

• Develop, maintain and reconcile HCA, CCA and LRIC cost models for fixed and mobile networks.
• Prepare and submit audited Separated Regulatory Accounts (SRA) and LRIC results to the Telecoms Regulatory Authority (TRA) Oman annually.
• Ensure data quality, traceability and alignment with the company’s ERP, General Ledger, statutory and management accounts.
• Control cost analysts’ extraction of financial data and oversee the cost allocation process using appropriate drivers.
• Identify fixed and variable costing elements, implement structured data capture, and maintain full auditability of models.
• Analyse SRA results, spot variances, propose adjustments and support cost optimisation initiatives.

Required profile

• Bachelor’s degree in a relevant field (e.g., Finance, Accounting, Economics).
• Minimum 7 years of experience in telecom cost modelling, regulatory accounting or related financial analysis.
• Proven experience with regulatory frameworks, cost allocation and financial reporting.
