HSE Site Manager – Oman

About the role

We are seeking an experienced HSE Site Manager to lead health, safety and environment initiatives on a construction site in Oman. The role is responsible for implementing the HSE Management System, ensuring compliance, and fostering a safe culture across all project activities.

Key responsibilities

• Overall responsibility for HSE implementation on the site.
• Recruit, train and appraise the HSE organization, including casual HSE labor.
• Provide on‑site coaching and lead monthly safety meetings with project managers.
• Achieve HSE training targets for all project employees.
• Maintain positive client relations and resolve HSE‑related complaints.
• Develop and monitor monthly HSE scorecards, training/induction programs and toolbox talks.
• Lead implementation of the HSE Management System (Permit to Work, Working at Height, Lifting, Excavations, etc.) and remove implementation barriers.
• Prepare the HSE plan, site risk assessments and ensure employee safety certifications.
• Identify, procure and manage required safety tools.
• Investigate incidents, apply disciplinary actions and ensure subcontractor compliance.
• Review and control the HSE budget in coordination with cost control.

Required profile

• 10–15 years of experience in the HSE field.
• Relevant HSE certifications, including OSHA (General Industry) and other safety trainings.
• Proven leadership, strategic planning, training, coaching and communication abilities.
• Strong decision‑making and people‑management skills.
