About the role
Culmen International is seeking a Maritime Intelligence Advisor for a short‑term consultancy to support the Royal Navy of Oman. The advisor will design and deliver an all‑source intelligence fusion curriculum that enhances maritime border security and joint operations.
Key responsibilities
- Develop and teach an all‑source intelligence fusion course for the Royal Navy of Oman.
- Create the curriculum with a focus on maritime intelligence collection, analysis, and fusion.
- Implement a train‑the‑trainer program so the RNO can sustain future instruction.
- Provide recommendations on integrated joint operations and unified action.
Required profile
- Proven experience in intelligence collection, analysis, and dissemination.
- Background in designing intelligence collection plans and managing multi‑source requirements.
- Familiarity with fusion center operations, data validation, and reliability assessment.
- Experience delivering training on maritime operations and joint inter‑agency task forces.
Required skills
- Intelligence fusion techniques and multi‑source data integration.
- Design and delivery of curriculum and train‑the‑trainer programs.
- Knowledge of commercial shipping monitoring and counter‑illicit trafficking practices.
