National Consultant – Home Visiting & Portage Training for Disability Services

About the role

UNICEF Oman is seeking a National Consultant to design and implement a Portage‑based home‑visiting programme that supports families of children with disabilities. The consultant will work closely with the Ministry of Social Development to adapt the internationally recognised Portage model for the Omani context and lead capacity‑building activities.

Key responsibilities

• Develop a comprehensive Portage home‑visiting programme, including curricula, tools and monitoring frameworks.
• Conduct Training‑of‑Trainers (ToT) sessions for social workers and caregivers.
• Provide technical assistance and ongoing support to the Ministry of Social Development during implementation.
• Coordinate with UNICEF Oman to ensure alignment with disability‑inclusive policies.
• Monitor programme rollout, collect data on child progress, and produce regular reports.
• Facilitate knowledge sharing and capacity strengthening of the social service workforce.

Required profile

• Master’s degree in Disability Inclusion, Child Development, Early Intervention, Special Education, Social Work or related field.
• Proven experience designing and delivering home‑visiting or early‑intervention programmes for children with disabilities.
• Demonstrated ability to work with government agencies and international organisations.
• Strong analytical and reporting skills.
• Fluency in English; Arabic proficiency is an advantage.
