National Consultant – Home Visiting & Portage Training for Families with Disabled Children

About the role

UNICEF Oman is seeking a National Consultant to design and implement a Portage‑based home‑visiting programme that supports families of children with disabilities. The consultant will work closely with the Ministry of Social Development to adapt the internationally recognised Portage approach for the Omani context.

Key responsibilities

• Develop a comprehensive Portage home‑visiting programme, including curricula, tools and monitoring frameworks.
• Conduct Training‑of‑Trainers (ToT) sessions for social workers and caregivers.
• Provide technical assistance to the Ministry of Social Development during pilot implementation.
• Coordinate field visits, assess child progress and ensure quality assurance.
• Prepare technical reports and recommendations for institutionalisation within the national social service system.

Required profile

• Master’s degree in disability inclusion, child development, early intervention, special education, social work, case management or related fields.
• Proven experience in designing and delivering early‑intervention or home‑visiting programmes for children with disabilities.
• Experience collaborating with government agencies and international organisations.
• Strong analytical, reporting and communication abilities.
