National Consultant – Home Visiting Programme & Portage Training

About the role

UNICEF Oman is seeking a National Consultant to lead the design and implementation of a Portage‑based home visiting programme for families of children with disabilities. Working closely with the Ministry of Social Development, the consultant will adapt the internationally recognised Portage model to Oman’s national social service system and deliver training of trainers.

Key responsibilities

• Design and develop a culturally appropriate Portage home‑visiting programme.
• Institutionalise the programme within the Ministry of Social Development’s framework.
• Conduct Training‑of‑Trainers sessions for social workers and caregivers.
• Provide technical assistance and capacity‑building support to the social workforce.
• Monitor programme rollout and assess child progress across developmental domains.

Required profile

• Master’s degree in Disability Inclusion, Child Development, Early Intervention, Special Education, Social Work, Case Management, Programme Design or Capacity Development.
• Proven experience in designing and implementing early‑intervention or home‑visiting programmes for children with disabilities.
• Experience collaborating with government ministries or national social service systems.
