O&M and Performance Director – Water Networks & NRW Operations

About the role

This senior on‑site position leads the operation and maintenance (O&M) and performance improvement of municipal water and wastewater networks across Jeddah, Makkah, Taif and surrounding areas, serving roughly 8.9 million residents. The role reports to senior utility leadership and works closely with cross‑city operations teams.

Key responsibilities

• Drive non‑revenue water (NRW) reduction and overall network performance initiatives.
• Support utility operations teams in multiple cities, ensuring consistent KPI monitoring.
• Oversee the Operations Control Centre for O&M and customer‑service activities.
• Lead emergency response, incident management and business continuity planning.
• Coordinate technical support across water and wastewater distribution networks.
• Ensure water‑quality monitoring and compliance with regulatory standards.
• Analyse operational and network data to identify service‑delivery improvements.

Required profile

• Minimum 15 years of experience in water and wastewater O&M.
• Proven track record managing municipal water distribution networks and NRW programmes.
• Strong background in utility operations, network optimisation and performance management.
• Bachelor’s degree in Civil, Hydraulic, Mechanical Engineering or a related discipline.
• Fluent English; Arabic highly preferred.
