Planning Engineer – 2.5 Mtpa DRI/HBI Plant

About the role
We are seeking a Planning Engineer to develop, integrate and maintain the master schedule for a 2.5 Mtpa green Direct Reduced Iron (DRI) / Hot Briquetted Iron (HBI) plant in Duqm, Oman. The role supports the Project Director, senior executives and lenders with schedule‑driven decision‑making, risk management and financial close.
Key responsibilities
- Develop and maintain the owner’s master schedule, consolidating inputs from the technology licensor, integrated delivery partner, equipment vendors, utility providers, port authorities and Omani regulators.
- Consume and merge the licensor’s Level 2 pre‑engineering schedule and the delivery partner’s FEED and execution schedules into a single master schedule.
- Manage interface dates and critical‑path dependencies across engineering, procurement, construction, commissioning, utilities, port readiness and regulatory approvals.
- Maintain the schedule baseline and track progress using earned‑value or equivalent reporting methods.
- Lead schedule risk analysis, including critical‑path analysis, float consumption tracking and contingency assessment.
- Prepare schedule reports for internal review, lender reporting and external stakeholder engagement.
- Provide schedule‑driven inputs for cost estimating and support risk‑management processes.
- Assist discipline lead engineers in coordinating with the delivery partner and equipment vendors.
- Ensure alignment of the schedule with regulatory, permitting and contractual milestones.
Required profile
- Minimum 12 years of project planning and scheduling experience on large heavy‑industrial capital projects (capex ≥ USD 500 million).
- Direct experience on greenfield steel, iron‑making, petrochemical, oil & gas, fertilizer or power projects.
- Proven ability to integrate multi‑party schedules across owners, licensors, EPC contractors and vendors.
- Strong understanding of critical‑path methodology, schedule risk analysis and earned‑value management.
- Experience supporting project‑finance lender due‑diligence on schedule deliverables (preferred).
- Middle‑East or GCC project delivery experience, preferably in Oman (preferred).
- Excellent analytical and reporting skills with the ability to communicate schedule status to senior executives and lenders.
