Procurement Senior Associate

About the role

The Global Green Growth Institute (GGGI) is seeking a Procurement Senior Associate to lead the acquisition of goods, services and works for the ARISE Program in Salalah, Oman. Reporting to the ARISE Program Lead and working closely with the HQ Procurement Team, you will manage end‑to‑end procurement processes for complex consulting, feasibility studies and infrastructure projects.

Key responsibilities

• Develop and finalise the Phase 1 ARISE Programme Procurement Plan in collaboration with the Program Director.
• Monitor execution of the procurement plan, ensuring budgets, timelines and compliance with donor and government regulations.
• Draft Terms of Reference, technical specifications and contracts, securing technical clearance before submission.
• Manage the full procurement cycle using GGGI’s e‑procurement and ERP systems, from quotation requests to award of contracts.
• Track contractor milestones, maintain audit‑ready records and provide regular updates on risks or delays.
• Support onboarding, training and capacity‑building initiatives on procurement for MENA personnel.

Required profile

• Proven experience in procurement of consulting services, feasibility studies or infrastructure construction.
• Strong knowledge of donor‑funded and government procurement regulations.
• Ability to work autonomously, coordinate with multiple stakeholders and manage tight deadlines.
