Procurement Specialist

About the role

The Procurement Specialist prepares, clarifies, awards and executes contracts for the rental and purchase of items and equipment. The role works closely with the line department and the contract section to select vendors, prepare tenders, evaluate bids and administer contracts.

Key responsibilities

• Prepare tendering documentation: receive scope of work and technical specifications, review them with the line department, develop evaluation criteria and identify pre-qualified vendors
• Prepare the invitation to bid document and ensure all invited bidders receive it
• Coordinate the technical evaluation and lead the commercial evaluation, including cost conditions and the final award recommendation
• Follow up on awarded contracts, issue letters of intent or award, notify unsuccessful bidders and finalize signed contracts
• Handle post-award issues such as breaches, penalties, extensions, amendments and variations, and advise on commercial or legal matters
• Track renewals, amendments, cancellations, extensions and claims, and keep current files for all contracts
• Maintain a list of acceptable vendors and monitor market conditions to identify cost-saving opportunities
• Ensure completion certificates are signed and supervise supplier performance, implementing action plans for underperforming suppliers
• Complete workload reports, compile statistics for departmental reports and maintain a tender tracking sheet

Required profile

• Bachelor's degree in Commerce, Quantity Surveying, Business Administration, Operations Management or a related supply chain field
• 5 years of experience required
