Professional Head – Rail Freight Facilities and Terminals (Bulk & Intermodal)

About the role

The Professional Head – Rail Freight Facilities and Terminals (Bulk and Intermodal) provides strategic leadership for the development, mobilisation and operational management of freight terminals, ensuring safe, efficient and commercially focused terminal operations. Acting as the Technical Authority, the role establishes operating models, procedures, resourcing plans and performance frameworks for key terminals at Sohar Port and Al Buraimi, and leads terminal readiness activities up to Entry into Service.

Key responsibilities

• Develop terminal operating models, operating plans and service specifications for bulk and intermodal terminals.
• Establish capacity plans, handling strategies and operational layouts to meet customer demand and network requirements.
• Define commercial and customer service interfaces, service level frameworks and performance regimes.
• Lead terminal readiness activities, including equipment acceptance, systems commissioning, procedure validation and trial operations.
• Build and mobilise terminal management and operational workforces, including competence and training arrangements.
• Establish operating systems, weighbridge arrangements and gate/yard management processes.
• Set operational procedures, safe systems of work and emergency arrangements for terminal operations.
• Coordinate maintenance interfaces for terminal equipment and infrastructure.
• Provide terminal‑related evidence for safety cases and regulatory submissions.
• Oversee operational readiness strategies, testing, commissioning support, trial operations, training and resource mobilisation.
• Act as focal point for internal and external stakeholders, ensuring seamless communication and alignment across teams, contractors and partners.

Required profile

• Proven strategic leadership experience in freight terminal development and operations.
• Technical authority for terminal operating models and procedures.
• Experience leading terminal readiness, equipment acceptance and workforce mobilisation.
• Ability to define commercial interfaces, service level frameworks and performance regimes.
• Strong stakeholder engagement skills with customers, ports, contractors and internal teams.
