Senior Business Analyst – Public Sector Transformation

About the role

We are seeking a Senior Business Analyst to act as the bridge between business stakeholders and technology teams on a large public‑sector transformation programme in Muscat. You will work closely with the Solution Architect to map, reengineer and translate end‑to‑end workflows into service‑oriented architecture requirements.

Key responsibilities

• Lead business‑analysis activities across the programme and facilitate senior stakeholder workshops.
• Map current‑state processes, capture eligibility and business logic across multiple service lines.
• Reengineer processes into efficient target‑state workflows and define service and data requirements for the SOA platform.
• Author Business Requirements Documents (BRD), System Requirements Specifications (SRS) and Non‑Functional Requirements (NFR) artefacts.
• Define target personas, customer/citizen journeys and maintain the service catalogue.
• Perform process modelling using BPMN/UML and ensure requirements traceability.
• Collaborate directly with the Solution Architect on service design and integration requirements.

Required profile

• 7‑10 years of business‑analysis experience, preferably on digital, platform or data‑registry transformation programmes.
• Background in public‑sector, social‑sector or BFSI environments is ideal.
• Proven ability to author BRD, SRS and NFR artefacts at scale.
• Strong senior‑stakeholder workshop facilitation and English communication skills.
• Willingness to work onsite in Muscat, Oman.
