Senior Contract Engineer – Construction and Civil Engineering Contracts

About the role

This is a one-year contract position for a Senior Contract Engineer covering construction and civil engineering contracts in manufacturing, FMCG processing and FMCG manufacturing. The role manages contracts end-to-end, from pre-award through post-award and close-out, and is based in Oman where ICV and local sourcing are emphasized.

Key responsibilities

• Manage ongoing contracts and related processes in line with the company's Contract Management Plans and approved procedures, ensuring contractual obligations are met and the customer's commercial interests are protected.
• Coordinate contract administration across the organization, liaising with Facilities, Operations, Finance, Legal, HR and IT, and with the Project Management team.
• Handle tendering and commercial evaluation: prepare bid documents, respond to bidder clarifications, develop commercial evaluation models, and present award recommendations to the Tender Committee Board.
• Support negotiations on claims, variations, changes and disputes, and manage the full contract lifecycle including performance, payments, SRN, invoicing and close-out.
• Prepare and issue purchase and service agreements through the ERP system, maintain contracts and tendering trackers, and monitor vendor compliance, costs, progress and change orders.
• Conduct market analysis and benchmarking to develop sourcing plans and outsourcing recommendations, and hold monthly business reviews with end users.
• In-country value (ICV): develop ICV policies and strategy, integrate ICV into projects, identify Omani suppliers, run capability gap analyses, support Omani workforce development and increase local sourcing through tenders and long-term agreements.

Required profile

• Experience in GCC environments.
• Comprehensive procurement and contracts management expertise, including cost, processes, financial impact and operational requirements.
