Technical Lead Economist – Livestock and Agri Value Chain Development

About the role

The Technical Lead Economist will oversee the design, implementation, and economic assessment of livestock and agricultural value‑chain interventions under the ARISE Program in Dhofar, Oman. Reporting to the Program Director, this senior position guides technical officers and collaborates with national authorities, partners, and the regional support team to ensure evidence‑based, economically viable outcomes.

Key responsibilities

• Monitor technical, economic, and market trends in livestock systems, agropastoralism, and agri‑value chains across dry‑land GCC contexts.
• Develop and maintain networks with national and regional institutions, research bodies, and private sector actors.
• Lead the creation of workplans, budgets, Terms of Reference, and technical documents, including economic inputs for PES mechanism design.
• Supervise, mentor, and coordinate technical staff, consultants, and field teams.
• Liaise with Omani authorities such as the Environment Authority and the Ministry of Agriculture, Fisheries and Water Resources on technical and economic matters.
• Ensure compliance with GGGI policies, procedures, operational guidelines, and standards.
• Collaborate with the Regional ARISE Technical Support Team and other program leads to deliver an integrated program.

Required profile

• Advanced degree in Economics, Agricultural Economics, or a related field.
• Extensive experience in livestock and agricultural value‑chain analysis, preferably in dry‑land or GCC environments.
• Proven track record of leading technical teams and managing multi‑sector development projects.
• Strong knowledge of ecosystem service assessments, opportunity cost analysis, and willingness‑to‑pay studies.
• Excellent communication skills for stakeholder engagement with government agencies and partners.
