Development Manager – Muscat, Oman

About the role

We are expanding into Oman with a major residential and mixed‑use development in Muscat. The Development Manager will own the project from feasibility through to handover, leading all phases of the development lifecycle.

Key responsibilities

• Conduct market research and feasibility studies to confirm project viability.
• Define the development brief and product mix in line with market demand.
• Appoint, lead and coordinate multidisciplinary consultant teams.
• Drive design development, tendering processes and contractor selection.
• Manage development budgets, cash‑flow and financial reporting against approved business plans.
• Coordinate with government authorities, including the Ministry of Housing and Urban Planning, and other key stakeholders.
• Report to the Development Director and collaborate with investment, finance and wider development teams.
• Based in Muscat with regular travel to the company’s Saudi headquarters.

Required profile

• 8–15 years of developer‑side experience on residential and mixed‑use projects in Oman.
• Strong knowledge of local regulations, authorities and the development environment.
• Experience with Ministry of Housing and Urban Planning projects is a strong advantage.
• Ability to manage the full development lifecycle, not limited to design or construction.
• Excellent stakeholder management and communication skills.
