Change Management & Communications Consultant

About the role

An experienced Change Management & Communications Consultant is sought to lead organizational change, stakeholder engagement, communications and user adoption for a large-scale national Public Financial Management (PFM) system programme in Oman. The role ensures organizational readiness, minimizes resistance, builds user capabilities and enables adoption of new financial processes and systems across affected entities. The position is onsite.

Key responsibilities

• Develop and implement the overall change management and communications strategy aligned with programme objectives and timelines.
• Lead organizational readiness and impact assessments to identify change impacts, adoption risks, resistance points and capability gaps.
• Design capacity-building frameworks, including role-based training strategies, learning pathways and knowledge-transfer plans.
• Develop and execute communication plans covering key messages, channels, materials and schedules.
• Coach business leaders, managers and change champions to reinforce desired behaviours and manage resistance.
• Collaborate with functional, technical and programme management teams to embed change activities into system design, rollout and post-implementation support.
• Monitor and report on user readiness, adoption, training effectiveness and communications impact.
• Support post-implementation stabilization by addressing adoption challenges and reinforcing new ways of working.
• Maintain change documentation such as stakeholder maps, impact assessments, communication materials, training plans and adoption dashboards.

Required profile

• Bachelor's degree in Organizational Change Management, Communications, Business Administration, Human Resources, Psychology, Public Administration or a related discipline.
• Minimum 8 years of experience in change management, organizational readiness and communications for large-scale digital transformation, ERP, financial systems or government reform programmes.
• Proven experience in stakeholder engagement, capacity building and user adoption in complex, multi-stakeholder environments.
• Postgraduate qualifications or professional certifications such as Prosci ADKAR, APMG Change Management or CCMP are strongly preferred.
• Public-sector or regulated-industry experience is an advantage.

Required skills

• Expertise in developing change strategies, communication plans, training frameworks and adoption metrics.
• Strong written and verbal communication skills, able to explain complex technical and business changes clearly to diverse audiences.
• Experience integrating change management into project delivery with functional, technical and programme management teams.
