Head of Renewable Construction Program

About the role

A fast-growing international renewable energy developer and independent power producer is recruiting a Head of Renewable Construction Program in Muscat, Oman. The role takes over each project after the Development team finishes it and leads contracting, permitting, construction and commissioning through to commissioning and handover to Operations. It covers a multi-gigawatt portfolio of secured wind, solar and battery energy storage capacity, including a flagship round-the-clock wind, solar and storage program in Oman, a utility-scale solar plus BESS project in Southern Africa, and future projects from a 10+ GW pipeline.

Key responsibilities

• Receive projects from Development, verify design basis, permits, land, grid and commercial commitments, define the contracting strategy and lead tendering, evaluation, negotiation and award of EPC, OEM and BOP contracts.
• Obtain construction-stage permits and approvals, meet ESIA and grid-connection conditions, and support financial close with lenders' technical advisors.
• Define and run the delivery strategy for the portfolio, set up and lead the Program Management Office, and prioritise people, contractors and capital to hit annual MW-to-COD targets.
• Hold accountability from notice to proceed through mechanical completion, energisation, commissioning, COD and handover, directing EPC and balance-of-plant contractors and managing interfaces across civil, electrical, HV substation, transmission and grid packages.
• Enforce HSE plans, permit-to-work systems and incident investigation standards, ensure environmental and social requirements are met, and own QA, inspection and test plans, commissioning and performance testing.
• Control program budget, contingency and cash flow, manage variations, claims and extensions of time, and act as senior counterpart to offtakers, grid operators, regulators and lenders.
• Build and lead a regional team of program, project, site and controls professionals, supporting Omanisation, and ensure complete as-built records for handover to operations.

Required profile

• Bachelor's degree in Electrical, Civil or Mechanical Engineering or related field; postgraduate qualification preferred.
• 12+ years of experience in power or infrastructure projects, including utility-scale renewables and multi-project program leadership.
• Track record delivering utility-scale wind, solar and/or BESS projects (200 MW+) from contracting and permitting to commissioning and COD, ideally including hybrid plants.
• Proven safety leadership and experience delivering in the GCC and/or Sub-Saharan Africa.
• Preferred: PMP / PgMP or equivalent, NEBOSH or equivalent HSE qualification, chartered engineer status, experience on both developer and EPC contractor sides, and Arabic.
