Lead Civil Engineer - University Campus

About the role

Muscat University is hiring a Lead Civil Engineer who acts as the client's senior executive on site for a prestigious university campus. The role leads project delivery, governance, risk, finance and coordination, ensuring on-time, on-budget execution with full transparency to leadership. It reports to the Vice-Chancellor.

Key responsibilities

• Project governance: provide monthly and quarterly reports to the Steering Committee, present performance dashboards on schedule, cost, risk and quality, escalate strategic risks and claims, and seek Board approval for major variations and contract amendments
• Oversee the project governance framework, master schedule and critical path, cost control and forecasting, risk management, audits and lessons learned
• Supervise civil, structural and infrastructure works, ensure compliance with approved designs and quality standards, integrate civil, architectural and MEP systems, and lead value engineering
• Commercial management: review variation orders and contractor claims, monitor contractual compliance, oversee interim payments and support dispute resolution
• Quality, HSE and compliance: ensure Omani regulations and authority approvals, QA/QC systems, a zero-incident safety culture, and ISO 9001/14001/45001 compliance
• Other duties as assigned by the line manager

Required profile

• Bachelor's degree in Civil Engineering (Master's preferred)
• Omani nationality (mandatory)
• Minimum 15 years of experience with executive-level project responsibility; experience reporting to Boards or Steering Committees is highly desirable
• Fluency in English and Arabic
• Good knowledge of MEP and facility management

Required skills

• PMP or equivalent professional project management certification preferred
• Proficiency in Primavera P6 / MS Project
• AutoCAD / Revit knowledge preferred
