Manager of Debt Strategy Department

About the role

The Ministry of Finance is seeking a senior professional to lead its Debt Strategy Department within the Debt Management Office. The role is responsible for shaping public debt management policies, integrating financial risk modelling into macro‑economic strategies, and ensuring the effective execution of the department’s work plans.

Key responsibilities

• Develop and propose public debt management strategies to relevant authorities.
• Integrate financial risk modelling of the debt portfolio into the macro‑economic development strategy and coordinate mitigation measures with the Central Bank of Oman and other ministries.
• Prepare and update public debt policy proposals (domestic and external loans) in line with international, regional and local financial developments.
• Provide expert opinions to government entities on financing needs from domestic and external sources.
• Supervise research and studies on public debt costs, early repayment requests, and annual external financing assessments.
• Prepare annual loan estimates for the general budget, including instalments, returns and payable charges.
• Coordinate enforcement actions on asset claims related to debt recovery.

Required profile

• Advanced degree in Economics, Finance, Public Policy or a related field.
• Extensive experience in public debt management, sovereign financing or macro‑economic policy.
• Proven ability to work with central banks, ministries and international financial institutions.
• Strong analytical and strategic thinking skills, with a track record of developing policy recommendations.
