Monitoring, Evaluation, Learning and Data Officer

About the role

The Monitoring, Evaluation, Learning & Data (MEL) Officer will be based in Salalah, Oman, supporting the ARISE Program’s results framework. Reporting to the ARISE Program Lead, the officer will act as the MEL focal point, ensuring data-driven decision‑making and effective reporting.

Key responsibilities

• Coordinate implementation and periodic review of the MEL framework and plan for the ARISE Program.
• Support updates to the Theory of Change and Detailed Implementation Plan based on field data.
• Lead baseline assessments, integrating GIS spatial data, GHG emission tracking, and socio‑economic surveys.
• Develop and maintain MEL tools, dashboards, and visualisations for internal and external stakeholders.
• Collaborate with the Program Implementation Unit and local partners to build capacity in data collection and analysis.
• Prepare regular monitoring reports, learning briefs, and contribute to knowledge sharing.

Required profile

• Relevant university degree (e.g., Environment, Development Studies, Statistics, Geography).
• Experience in monitoring, evaluation, learning, or data management for development or environmental projects.
• Proven ability to work in multi‑stakeholder settings and deliver high‑quality analytical outputs.

• GIS for spatial data integration.
• Data analysis and statistical methods.
• Data visualisation (charts, dashboards).
• GHG emission tracking and reporting.
• Survey design and implementation (KAP surveys).
