Project Manager – Financial Market Infrastructure

About the role

We are building a new regulated financial markets infrastructure in Oman, slated to launch in 2027. As the Project Manager you will join a tight core delivery unit with the Programme Director and Product Owner, driving end‑to‑end delivery of the platform and its operating model.

Key responsibilities

• Own the integrated delivery plan across design, build, test, operational readiness and regulatory submission, driving it relentlessly.
• Sequence work across technology, operations, risk, data, corporate services and the build vendor, identifying dependencies and blockers early and escalating when needed.
• Manage the Build CAPEX and OPEX budgets, track actuals against forecasts and present options to the Programme Director.
• Chair the weekly delivery and programme risk forums and run governance rhythms from daily stand‑ups to quarterly board updates.
• Set and uphold quality standards at each stage‑gate of the programme.
• Line‑manage the Programme Office Executive, Business Analysts, Test Manager and testing team.
• Provide candid, evidence‑based delivery reporting to the Programme Director and board.

Required profile

• 12+ years of programme or project management experience, with at least 7 years leading large technology and operational change programmes in financial services.
• Proven track record of personally leading a comparable‑scale programme from inception to delivery.
• Domain credibility in financial market infrastructure (CSD, CCP, exchange, payment system) or capital‑markets platform delivery.
• Demonstrated ability to deliver against fixed regulatory or external deadlines.
• Recognised project‑management qualification such as PMP, PRINCE2 Practitioner or MSP.
• Fluent English; Arabic language skills are a plus.
• Experience working with global system integrators or major financial‑services build vendors is advantageous.
