About the role
The Quantity Surveyor / Cost Estimator will develop, validate and maintain the capital cost estimate for a 2.5 Mtpa green Direct Reduced Iron (DRI) / Hot Briquetted Iron (HBI) plant in Duqm, Oman. This role provides independent owner‑side cost assurance throughout the pre‑FID and FEED phases, supporting the Final Investment Decision and lender due diligence.
Key responsibilities
- Develop and maintain the project's capital cost estimate, integrating inputs from technology licensor, delivery partner, vendors, and the owner's team.
- Triangulate, challenge and validate cost estimates produced by the licensor and delivery partner, delivering independent commercial assurance.
- Maintain the bill of quantities for civil, structural, mechanical, piping and electrical scopes under owner review.
- Improve cost estimating accuracy from order‑of‑magnitude through Class 3 to Class 2 estimates following AACE International practice.
- Support procurement strategy with should‑cost analyses, market benchmarks and cost‑driver studies.
- Manage cost contingency framework, identify risks, quantify contingency needs and report drawdown.
- Quantify cost impacts of design alternatives for value engineering and provide commercial input to engineering trade‑offs.
- Prepare cost estimate documentation for lender due diligence and engage with independent cost consultants.
- Provide cost reporting to project leadership, lenders and equity investors.
- Establish cost baseline, change control framework and earned value reporting post‑FID.
Required profile
- Minimum 12 years of experience in quantity surveying, cost estimating or cost engineering on large heavy‑industrial capital projects.
- Experience on at least one project with capex value of USD 500 million or more.
- Proven track record developing FID‑grade and lender‑grade cost estimates (Class 3 or better) following AACE International recommended practice.
- Direct experience on greenfield projects in steel, ironmaking, petrochemical, oil & gas, fertilizer or power.
- Demonstrated ability to provide independent owner‑side cost validation against contractor or licensor estimates.
- Familiarity with FIDIC‑based contracting, lump‑sum cost build‑ups and reimbursable cost frameworks.
