GovTech Strategy Lead – National Digital Program (Muscat, Oman)

About the role

We are seeking an experienced Digital Strategist to lead the design and activation of a national digital program for a major client in Muscat. The role focuses on shaping GovTech strategy, driving digital transformation, and delivering large‑scale government initiatives.

Key responsibilities

• Develop and implement the national digital strategy and associated program roadmap.
• Lead IT strategic planning, project and program management, and change management activities.
• Design and roll out a Target Operating Model for large organisations and government departments.
• Manage complex stakeholder relationships and deliver high‑impact presentations.
• Coordinate with cross‑functional teams to ensure alignment with national digital objectives.

Required profile

• 8‑10+ years of experience in digital or IT strategy, preferably within the GovTech sector.
• Proven track record in IT strategic planning, program management, and change management.
• Experience formulating and implementing Target Operating Models for large organisations or government entities.
• Strong stakeholder management and presentation skills.
• Relevant certifications in management consulting are highly preferred.
• Native Arabic speaking ability is required.
• Immediate availability or notice period of 15‑30 days.
