Head of Regulatory Compliance

About the role

The Head of Regulatory Compliance holds full strategic and operational ownership of the bank's regulatory compliance framework. The role ensures that all banking operations, products and services comply with Oman Banking Law, Central Bank of Oman circulars, Financial Services Authority regulations and other competent authorities, shielding the bank from sanctions, enforcement actions and penalties while protecting its reputation. It also manages, mentors and supports the Compliance team, including direct reports in the Regulatory Compliance Unit.

Key responsibilities

• Lead the end-to-end regulatory compliance function, interpret new or amended requirements and coordinate their implementation
• Oversee regulatory impact assessments, gap analyses and risk assessments for new products, services, forms, contracts and communications
• Maintain a central register of regulatory circulars, guidelines, correspondence and implementation records
• Serve as primary liaison with regulators, coordinate returns, inspections and examinations, and report findings, commitments and open actions to senior management and the Board
• Design and maintain the bank-wide Regulatory Compliance Policy and governance framework, and act as custodian of the Financial Consumer Protection Regulatory Framework
• Manage market conduct and regulatory registrations, including insider information on the MSX/FSA portal and USA PATRIOT Act certification
• Oversee FATCA and CRS compliance, including annual reporting, customer classification and data protection
• Set team objectives and KPIs, coach and mentor staff, manage the department budget and promote continuous learning

Required profile

• Omani nationals only
• Bachelor's or master's degree in law, Banking, Finance or a related field
• Compliance certification preferred
