Senior Finance Functional Consultant (Domain Expert)

About the role

A large-scale national Public Financial Management (PFM) system programme in Oman is looking for a Senior Finance Functional Consultant to provide independent functional assurance over finance processes, configurations and outputs. The role centres on financial compliance, government budgeting frameworks, internal controls, audit readiness and strategic advisory support. It is onsite in Oman and calls for 10-12 years of experience.

Key responsibilities

• Review and validate budgeting, accounting, financial reporting and control processes against approved government financial frameworks.
• Assess financial system designs, configurations and changes for functional accuracy, compliance and effectiveness.
• Identify financial risks, process gaps and control weaknesses and recommend corrective actions.
• Ensure compliance with financial regulations, internal policies and audit requirements, and review segregation of duties, approval workflows, controls and audit trails.
• Support internal and external audits by reviewing findings and validating corrective actions and remediation plans.
• Advise project leadership and finance stakeholders on complex financial decisions, policy interpretations and risk implications, and prepare assessments, position papers and recommendations for senior leadership.
• Review finance-related change requests, monitor post-implementation outcomes and contribute to finance policies, guidelines and standard operating procedures.
• Collaborate with finance users, auditors, project teams and senior management, and support knowledge transfer and capacity building in public financial management and system usage.

Required profile

• Bachelor's degree in Finance, Accounting, Economics, Public Financial Management, Business Administration or a related discipline.
• 10-12 years of progressive experience in public sector finance, financial management, budgeting, accounting or treasury, including senior advisory or oversight responsibilities.
• Proven experience in functional assurance, independent reviews and compliance oversight for large-scale financial systems, ERP/EPM implementations or national financial platforms.
• Professional accounting qualification such as CPA, ACCA or CA strongly preferred; a relevant postgraduate qualification is an advantage.

Required skills

• Strong knowledge of government financial frameworks, budget formulation and execution, financial reporting and fiscal oversight.
• In-depth understanding of financial regulations, internal control frameworks, segregation of duties and audit requirements.
• Experience with enterprise financial systems such as Oracle EBS, Oracle Hyperion/EPM or equivalent; hands-on configuration is not required.
• Analytical, stakeholder management and communication skills, able to challenge assumptions and present evidence-based recommendations.
