Technical Open Finance Specialist

About the role

The Central Bank of Oman is looking for an Omani Technical Open Finance Specialist to lead the design, implementation and evolution of its Open Banking ecosystem and future Open Finance expansion. You will work closely with banks, PSPs, TPPs and technology providers to ensure a secure, scalable and standards‑based platform.

Key responsibilities

• Define and maintain API technical requirements, specifications and conformance mechanisms for Open Banking and Open Finance.
• Review participant API implementations, identify gaps and ensure alignment with sector standards.
• Provide technical input for shared infrastructure such as data aggregators, consent‑management platforms, API gateways and sandbox environments.
• Coordinate with CBO technology, cybersecurity and architecture teams to align requirements with internal and sector‑wide security standards.
• Monitor international developments in Open Banking technology, API standards and digital identity.

Required profile

• Minimum 6 years of experience in IT, preferably in API design, systems integration or fintech.
• Bachelor’s degree in Computer Science, Information Systems, Software Engineering or a related field.
• Strong understanding of Open Banking/Open Finance concepts, consent‑based data sharing and the roles of banks, PSPs and TPPs.

Required skills

• REST APIs, JSON, OpenAPI/Swagger, API design principles.
• API security mechanisms: OAuth 2.0, OpenID Connect, mTLS, PKI, token management, encryption, digital signing.
• API management tools and gateways, API lifecycle management.
• Testing and troubleshooting tools such as Postman.
• High‑availability, scalability, resilience, disaster‑recovery and observability concepts for critical financial platforms.
• Knowledge of payment systems, digital identity, consent‑management architecture and data privacy.
